US billionaires’ drive for world power

The German government does not rule out joining the ‘Board of Peace’.* The Gaza reconstruction body, under Trump’s full command, is envisaged as Washington’s UN replacement.

WASHINGTON/BERLIN (own report) – The German government is keeping its options open* regarding participation in the ‘Board of Peace’, a US-sponsored body with the official remit of overseeing reconstruction in the Gaza Strip. It is to be led by US President Donald Trump, who has awarded himself dictatorial powers. The Board is widely held to actually be a way of supplanting the United Nations. There have been unanimous reports that Trump will present the new body on Wednesday at the World Economic Forum in Davos, announcing some sixty or so states chosen by him for admission as members. With regard to the task of overseeing Gaza reconstruction, the Palestinians themselves are only accorded practical tasks at the level of local administration. Political control is exclusively reserved for a mix of foreign governments and billionaires. No wonder there is talk of a new mandate regime, this time led not from London but from Washington. The role of chairperson on the ‘Board of Peace’ is essentially a lifetime position reserved for Trump personally. He has powers to expel members at will and veto any decisions he doesn’t like. The Trump administration says, with obvious reference to the United Nations, the new body should replace “institutions” that have “too often failed”. France has already rejected the invitation to participate as a member state, but Germany has not.*

The ‘Board of Peace’

The creation of as so-called ‘Board of Peace’ has its origins in UN Resolution 2803. This was adopted by the UN Security Council on 17 November 2025 with thirteen votes in favour and two abstentions (Russia, China). The UN resolution was framed as an instrument to support the implementation of the Gaza Peace Plan, which came into force on 10 October 2025. The plan provides for an International Stabilization Force of 20,000 soldiers to oversee the disarmament of Hamas and establish transitional governance. Political control of the process lies with the ‘Board of Peace’. Subordinate to this body are various committees in a confusing organisational structure, the outline of which was presented by the White House on Friday.[1] An Executive Board answers directly to the ‘Board of Peace’ and is apparently in charge of implementing ‘Board of Peace’ decisions at a higher diplomatic and planning level. It appoints a ‘High Representative’, who is responsible for steering the practical work in Gaza. That individual is, in turn, concerned with governance and supports a ‘Gaza Executive Board’ which includes representatives of foreign states and controls the practical administration in Gaza on the ground by another body called the National Committee for the Administration of Gaza. Several “advisors” with vague remits are also to be included.

A new mandate territory

According to White House plans, Palestinians are only to be involved in shaping their future at the lowest level, as voices on the National Committee for the Administration of Gaza. Their envisaged role here is only to perform practical work. The big policy and structural decisions will be made at higher levels, and ultimately by the ‘Board of Peace’. In view of this external imposition of arrangements onto Palestinians, critics are speaking of a new “mandate”, a system that recalls the model of the British Mandate from 1917 to 1948 – only this time it is not London but effectively Washington that gives the orders. In terms of personnel alone, the new structures planned for Gaza reveal an overriding alignment to US and British interests. The choice of ‘High Representative’, for example, fell to Nickolay Mladenov. He was appointed by Washington after former British Prime Minister Tony Blair proved unpalatable to too many other players due to his role as a major aggressor in the 2003 Iraq War. Blair is also known as a staunch supporter of the Abraham Accords, a key pro-Israel project of the Trump administration.[2] Two “strategic advisors” have been linked to plans to transform Gaza into a luxury resort, referred by Trump as a future “Riviera of the Middle East”, and to the future role of the Gaza Humanitarian Foundation (GHF), the notorious replacement of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), whose distribution of food in Gaza was marked by mismanagement and the murder of Palestinians waiting in line.[3]

Run as a dictatorship

Even a brief glance at its founding document, the ‘Charter of the Board of Peace’, which was drafted in the White House and is now publicly available, reveals how the ultimately all-powerful ‘Board of Peace’ is structured.[4] Donald Trump is explicitly named as chairman of the board. In any case, he would, at least initially, already be a member of the ‘Board of Peace’ in his capacity as President of the United States. His position would only be filled by another if he decides to resign of his own accord or becomes incapacitated, for example through death. Donald Trump as chairman will be authorised to appoint his own successor. The ‘Board of Peace’ will be comprised of state members, but only countries invited by Trump. Membership will last for a maximum of three years. States wishing to remain on the board for longer must pay one billion US dollars in cash. The chairman may, at his discretion, terminate board membership of a state or even dissolve the ‘Board of Peace’ as a whole. The board meets once a year and at other times and places “deemed appropriate” by the chair. The agenda must be approved specifically by the chairman. Although decisions are to be made by a majority of the state representatives present, they require the approval of the chairman.

Real estate moguls in power

The powers of the chairman are reminiscent of those once wielded by hereditary monarchies, by modern fascist dictatorships and by capriciously mismanaged family businesses. These sweeping powers also embrace the work of the Executive Board, since its members are selected by a chairman who can then replace them at will and, moreover, veto its decisions at any time. Three of the seven founding members, who all belong to Trump’s inner circle and, in some cases, even his family clan, are billionaires (Steve Witkoff, Jared Kushner and Marc Rowan). Another member is reported to have amassed a fortune in the high hundreds of millions (World Bank chief Ajay Banga). One has at least two, but probably three, hundred million amassed from lucrative consultancies (former British Prime Minister Tony Blair). The other two founders, Marco Rubio and Robert Gabriel, are outliers in wealth terms: Rubio is US Secretary of State, while Gabriel serves as Deputy National Security Advisor in the Trump administration. Overall, US billionaires with a focus on the real estate business will dominate the decision-making positions in the ‘Board of Peace’. These people are to determine the fate of the Gaza Strip and the Palestinians living there – not unlike the High Commissioners of the former colonial power, Great Britain.

Attack on the UN

In all this confusion it is unclear whether the mission of the ‘Board of Peace’ will be limited to the Gaza Strip. UN Resolution 2803 explicitly circumscribes the remit to that of maintaining peace and organising reconstruction in the Gaza Strip. And its official mandate is limited to two years, ending in November 2027. However, there is now every reason to suspect that the Trump administration is pursuing much more ambitious goals with this body. He is misusing the UN resolution to establish a new structure that could replace the United Nations and secure US global domination. The preamble to the Charter of the ‘Board of Peace’ does not even state that the goal is to establish peace in Gaza. Rather, it refers, without any geographical limitations, to the mission of securing “enduring peace in areas threatened or affected by conflict.”[5] It is also unclear as to what potential member countries like Albania and Paraguay would contribute to Gaza reconstruction apart from backing US policy. Both have been invited by Trump to join the ‘Board of Peace’ and have agreed to participate as member states. The “Charter” states that those who want peace must “have the courage to depart from approaches and institutions that have too often failed”. This has already been widely interpreted as meaning the United Nations in the context of Trump’s withdrawing the US from its agencies.

German participation not ruled out

Other countries have now confirmed their participation in the ‘Board of Peace’ despite its dictatorial structure and its implicit push to supplant the role of the United Nations. The state applicants soon included countries led by far-right governments close to Trump, particularly Argentina and Hungary. Also in the Trump fold is Morocco, which has forged close ties with the US in a push to gain sovereignty over the Western Sahara with Washington’s support. This move by Rabat is in clear violation of existing international law. Albania and Vietnam have also joined. A total of around sixty countries are said to have been invited, including Germany and France. France has announced that it will not join the ‘Board of Peace’ in its current set up. Paris say it will continue to adhere to the Charter of the United Nations.[6] Germany, on the other hand, is keeping its options open. On Monday, Stefan Kornelius, spokesperson for the government in Berlin, refused to rule out German participation in the Gaza project, even in the face of persistent questing of its legitimacy at the federal press conference. It is apparent that the project is part of a general US attack on the United Nations. A UN body is being replaced with an alliance led by Trump himself, his family clan and his billionaire friends. This clique is preparing to determine the fate of the world using the Orwellian concept of “peace”.
