Overextended Imperialism

BERLIN/WASHINGTON (Own Report) The new US administration intends to continue to obstruct the admission of the German Federal Republic as an equal member into the UN Security Council and makes any compromise contingent upon German contributions for international warfare. US Secretary of State, Colin Powell, claims that Berlin is seen as a ,,self-appointed"UN contender, who can only be considered in return for further contributions in Iraq, Afghanistan, and the Balkans. Berlin's semi-official foreign policy institutions suggest acceptance of that offer which should be viewed as a reciprocal transaction. In order to discuss the controversial sharing of war costs on a ,,global"scale, the ,,Centrum fuer angewandte Politikforschung"(CAP - center for applied policy) serves as the sponsor of a ,,meeting of the most important protagonists from policy and think tanks (...) outside of the public media."

The directors of CAP suggested that ,,for the future, a joint foreign policy agenda with the Americans"should be developed ,,in spite of the European disappointment over their elections." 1)Furthermore, according to CAP, the ,,necessity for transatlantic cooperation"derives from the ,,enormous costs which America, based on its present global operations, still has to bear alone." 2)The ,,sharing"of this financial burden is ,,logical"in view of an increasing common interest in global domination ( ,,solution of global problems").

Stabilization

While, previously, euphemistic and oblique references to hegemonic alliance tactics, along with their belligerent components, dominated in German foreign policy, violent objectives have recently been increasingly and openly articulated. CAP, an institution which is close to the foreign office and is supported by several large German enterprises, declared that ,,Europe"also must ,,interpose itself militarily into international conflicts."A division of labor was proposed, in which the USA contributes the majority of ,,military capacity"(invasion/warfront), while the Western European core powers will engage in ,,missions of stabilization"during the subsequent occupation. CAP advises that the EU powers should participate in a supportive role in the ,,rebuilding"of the conquered states.

Rhetorical

The Bundesverband der Deutschen Industrie (BDI - League of German Industry) warned the new US administration that a prerequisite for an agreement regarding global domination is
unfettered competition for German industries in the USA . BDI president Rogowski links demands for a ,,closer transatlantic economic integration"with the condition that the USA ,,finally would have to initiate the removal of restrictions to market access." 3)The BDI currently has its member firms put together a detailed list of complaints in order to provide Berlin's economic ministry with documentation for the upcoming EU-US negotiations. In addition, the BDI considers the ,,reduction of the deficit in the budget, as well as in the balance of payments,"as among the ,,most urgent tasks"which will have to be solved in Washington - an evident rhetorical assignment because the US war economy does not abide by civilian economic standards.

Kept Secret

US Secretary of State, Colin Powel, appealed to Berlin and the other NATO powers, Russia , and even China, to ease the burden through financial transfers and contributions of military assistance, in order to reduce the US billion dollar deficit which increases daily. 4)The US secretary of state encouraged the federal government stating that ,,each additional contribution toward the costs"by Berlin and Paris would be welcome and could effectively supplement the secret assistance through NATO channels ( ,,helping in other ways now through NATO").
