BERLIN/WASHINGTON (Own report) While tensions between Berlin and Washington are stabilising, German foreign policy continues to be a source of division. While it is incumbent upon circles around the present administration to develop a long range competitive strategy, the present German political opposition attempts to reassure Washington. After respective contacts with the US administration, by Chancellor Schröder (SPD) in Berlin and regional premier Koch (CDU) in the USA, the possible advantage of a change of administration is being discussed in the German capital. KALININGRAD Soldiers of the German Wehrmacht are to have a monument erected to them on Russian territory - in a cemetery in Kaliningrad which is the last resting-place of prisoners of war, murdered by the Germans by being used in experiments.
