BERLIN/NEW YORK/BEIJING (Own Report) The campaign by the German Federal Government to obtain full membership on the UN Security Council has failed. Under no circumstances will Berlin receive the desired veto right and must accept second or third class status. For the moment, this is the result of bitter objections voiced by the USA, Italy and several Eastern European UN members against Germany's demands. In order to prevent the advancement of Berlin's as a competitor in the UN, Washington utilizes third states and threats of revelations of corruption in the UN's administration. BERLIN/BRUSSELS/LONDON (Own Report) In preparation for the EU summit on Tuesday 22 March, German foreign policy is adapting and preparing options for the formation of a German-French ,,European Core"in the event of a possible failure of the European constitution. It is feared that the constitution may be rejected in Great Britain, Poland, the Czech Republic and Denmark. A heavy-weight political study from sources close to the German foreign office says that these countries must reckon with ,,massive pressure"if their referendums do not yield the desired result. The actual working paper proposes that there should be measures to ,,bring voters to their senses"before a second referendum. It recommends changing valid electoral laws in neighbouring EU states to force the acceptance of the constitutional treaty. If, in spite of this, the constitution were to founder, the possibility remained for ,,cooperation outside the treaties"in security and defence policy - in particular a military central office for armaments ( ,,a defence agency"). more…

BERLIN/COLOMBO/JAFFNA The government of Sri Lanka should negotiate with the separatists in rebellion and include the armed rebels in the distribution of relief funds. This was demanded by Heidemarie Wieczorek-Zeul, German minister for development aid, during a visit by delegates of the south Asian separatist front ( ,,Liberation Tigers of Tamil Eelam"/LTTE) to Berlin. The separatists maintain their own army and are seeking to split the territory of Sri Lanka. Reasons for this German demand, directed against the policy of the central government in Colombo, are disagreements over relief efforts destined for the tsunami victims in this heavily devastated island state. Whereas several countries (among them the USA and Great Britain) classify the LTTE secessionist army to be a ,,terrorist organization", the federal government of Germany is instrumentalizing western emergency aid to upgrade the standing of a very controversial organization and its close associations in Sri Lanka. Considering the extent of the promised aid, political advisers in Berlin demand that ,,Germany and Europe"have a greater influence over the ,,Southern and Southeast Asian dynamics of forces". more…

After influential foreign policy officials rushed ahead in the international press and declared that the liberation from national socialism in the Baltic states was replaced ,,immediately by a new occupation (...) suppression and lack of freedom,"the presidents of Estonia and Lithuania refused to participate in Moscow's anniversary observance on May 9. For a number of years, the assault on the European postwar order (the Yalta Treaty) has been advanced accordingly by German foreign policy officials. BERLIN/FALLUJA/ABIDJAN (Own report) The Bundeswehr should increase its capability of fighting in towns ,,to increase Germany's weight in military and security policy". This is recommended in a ,,Discussion Paper"by the Berlin Foundation for Science and Policy (SWP). According to the concept, the scenes of future wars will, ever increasingly, be in towns. The US atack on Falluja in November 2004 was given as an example. Around 6,000 people lost their lives. According to the paper, capital cities of African countries are possible targets for similar EU operations. Urban warfare by Western high-tech units (Military Operations in Urban Terrain - MOUT) are designed to destroy the civil infrastructure of local resistance groups and must therefore automatically be directed against the inhabitants of whole streets, districts and conurbations. more…

BERLIN/ODESSA/PLOCK (Our own report) The Berlin government's talks with the Ukrainian President have ensured that Caspian oil reserves will flow towards Germany in greater quantities, while also bringing Ukraine closer to joining NATO. The German armaments and military equipment industry is hoping that the upgrading of military hardware in line with Western standards will bring it business valued in billions. Yesterday's talks were in part devoted to improving the capacity of several German oil refineries (Schwedt, Karlsruhe, Ingolstadt), with Kiev accepting the loss of millions in income in return for preferential supplier status - the very decision that Mr Stüdemann, the German ambassador in Kiev, had called for. By way of reciprocation, Germany has promised Ukraine special conditions when it, in due course, becomes subject to the EU. The economic and military agreements are in direct opposition to Moscow, and it is they that actually underlie the recent change of regime in Kiev. more…

BERLIN/DAMASCUS/TEHERAN (Own report) In preparation for new wars in the Middle East, the German government is attempting to find new partners for a military coalition and zones of influence. As one hears in Berlin, the entire region is expecting military attacks against Syria, Iran and other nations rich in raw materials. An unprecedented arms race has begun in anticipation of these attacks and movements of revolt. The corresponding military material is being offered, above all, by those states who have the explicitly reserved the right of going to war, in the future, with their Arab commerce partners. Berlin offers German aid in training and weapons, which at the same time is intended to stimulate the German economy. The ban on sending armament into crisis zones has to take a backseat because of the affects on Berlin's ,,special security policy interests". more…

BERLIN/LOMÉ (Own report) A transitional government, made up of all political forces, should take power in the West African nation of Togo. This demand was raised, in contradiction to the recommendations of ECOWAS (Economic Community Of West African States), by Kerstin Mueller (The Greens), state secretary of the Federal Foreign Ministry. The hegemony over Togo, a former German and later French colony has been the object of an intense, century-long dispute between the former colonial powers, leading repeatedly to violent conflicts. The recently deceased president Gnassingbé Eyadema was considered France's friend. In the ensuing power struggles, Berlin is backing the country's opposition.
