BERLIN/ANKARA (Own Report) As the EU summit approaches, German interventions are leading to new tension between the European core powers. German business associations and military strategists are forcing Berlin's Turkish expansion and are increasing pressure on their foreign competitors. The German government parties demand rapid expansion of the EU's sphere of influence which is to be advanced past Ankara to the borders of the resource rich Arab states. It is feared in Paris and London that Berlin makes every effort to promote processing Turkey's acceptance in order to obtain further advantages in the Middle East. The rivals increasingly use cultural arguments in the intra-European competition for influence. MOSCOW/BERLIN/PRAGUE (Own report) The German energy industry announced a major expansion of its participation in Russia and wants to become part of the axis of the future state enterprise Gazprom. The Moscow enterprise controls the largest energy supplies in the world and is an object of fierce competition between the western industrial states. In view of the substantive connections between Moscow and Berlin, the adjoining Eastern European neighbors fear the loss of political space to maneuver. PARIS (Own report) Military strategists of the European Union define the EU defense strategy initiated by Berlin and are considering a preemptive nuclear first strike. The EU military doctrine initiated by Berlin - the first one in the history of the EU - specifically envisions the possibility of conducting preventive wars. A recently presented ,,European Defense Paper", written with the participation of a former German minister of state, included nuclear arms in the first strike strategy of the EU. NEW DELHI (Own report) The German Federal Chancellor is demanding from India ,,speedier and more efficient public administration". Speaking at the opening of the German/Indian Economic Forum in New Delhi, Gerhard Schroeder stated that India's profitable economic sectors needed to be privatised if small and medium-sized German businesses were to be able to be established more quickly. The fact that the Indian public raised no complaint about the paternalistic stance adopted by their visitor from Berlin is an expression of traditional priorities. Germany is regarded as a steadfast supporter of Indian independence and is welcomed as a counterweight to England. BRUSSELS For the first time, the European Commission reveals the European Union's budget for military research projects. Until now, the EU has officially only promoted civilian research, while expenditures for armaments research were prohibited. A defense policy oriented research program, which would end the separation between the civilian and military spheres, is to be established in 2007.
