BERLIN (Own report) The Inspector-General of German Armed Forces (Bundeswehr) has called for a state of continual preparedness for military operations. German soldiers must be available for call-up world-wide ,,with quick availability, without a long preparation period, for frequent operations of long duration". Reservists should be better ,,caught"in order to use their capabilities in these wars, said General Schneiderhan. His call to arms came shortly before the meeting of the German parliament which dealt with the continuing occupation of Kosovo. more…

KHARTUOM/BERLIN Increasingly, suggestions for military intervention followed by a partition of the Sudan are voiced in Berlin. On June 2, parliament will debate ,,international responsibility" for that African state. The following day, Kerstin Müller, a member of the Foreign Office, will convene a special session of the organizations which are combined in the ,,Committee for Coordination of Humanitarian Aid". BERLIN (Own report) The German federal government has arranged the establishment of 13 new staff positions for foreign missions throughout the world. These staff positions will be established in all of Berlin's ministries and will be brought together in a ,,coordinated body"to be chaired by the Foreign Office. The inter-ministerial leadership group has been commissioned to draft global, i.e. ,,national and regional strategies"and to submit them to the secret sessions of federal security council. The goal is, to initiate German interventions early on ( ,,early action"). The directive for the implementation of staff positions was submitted to Berlin's ministries at the beginning of April; the Federal Government considers its recently published ,,Plan for Action"as serving ,,crisis prevention". more…

PRISTINA (Own report) Amnesty International has published a report strongly condemning soldiers of the German Army in Kosovo. The report states that German soldiers in Kosovo and Macedonia have abused women and under-age girls forced into prostitution. Women's support organisations claim that despite their demands for the pursuit and punishment of the German soldiers the Berlin Ministry of Defence ,,always fobs them off". Even the former German UN Head in Kosovo Michael Steiner was unable to improve the lot of Kosovo's women during his period in office. more…

This entails that, following the admission of the new EU member states, their neighbors to the east Ukraine, Belarus and Moldova should become an ,,intermediate states region"and should be brought into the expanding German market. Berlin threatens failure to ,,cooperate"with economic blockades. WARSAW/LVIV Berlin intends to encourage the new EU member Poland to exert influence on Belarus and Ukraine. Yesterday, the German president stated before the Polish parliament that Poland ,,would add its specific knowledge and experiences to the mutual foreign and defense policies vis-à-vis those neighbors."Polish Nationalist circles claim supremacy of their country vis-à-vis their Eastern neighbors and offer to become Berlin's junior partners.
