Further and Further
BERLIN/KIEV/BAGHDAD (Own report) The ,,implementation"of the concept of a ,,wider Europe"in German foreign policy has been announced. This entails that, following the admission of the new EU member states, their neighbors to the east Ukraine, Belarus and Moldova should become an ,,intermediate states region"and should be brought into the expanding German market. Berlin threatens failure to ,,cooperate"with economic blockades. Germany pursues variations of this strategy with its policy in the Mediterranean and in Arab states, where it competes with the USA for a new colonial region or ,,wider Middle East".
The deputy chairman of the largest parliamentary group, Gernot Erler (SPD), lets it be known that Ukraine, Belarus and Moldova are well suited for a ,,joint domestic market" 1)with the EU. Erler advises that those states solidify their relations with ,,Europe (...) step by step". In order to be accepted by Berlin ( ,,screening process"), ,,this intermediate states region between Russia and the expanded European Union"must submit to permanent control measures.
Western supervision includes all aspects of the states' sovereignty. Thus the president of Ukraine must give up taking another position and, instead, confront ,,his own future problem (...) through a new role"to suit German conceptions of the future. President Kutschma is persona non grata in Berlin because he refuses to abandon the bonds between Russia and Ukraine. Erler announced that if Kutschma refuses and Ukraine objects to the German wider Europe concept, ,,all positive economic aspects for Ukraine"would end once and for all.
The case of Poland
According to Berlin's ideas, Polish authorities are well suited to keep order along the border of the ,,intermediate states region". In view of the ,,ethnic proximity"(according to Erler), the Poles have the qualities ,,which could and should be utilized"for collaboration ,,in the organization of the EU's external frontier". Stable conditions in Warsaw would be the requirement: ,,if we are successful in the Polish case, we will see increased possibilities to intensify this concept of neighborhood."Tensions between Poland and Ukraine have existed for a long time. 2)
The ,,wider Europe"strategy conforms to the ,,wider Middle East"concept of the Foreign Office (AA). Thus German foreign policy even diverges from that of the USA, which plans to be in charge of a ,,greater Middle East"(North Africa to Afghanistan), by the different naming of plans for its expansion. A comparison of current German-American planning concepts reveals that Berlin insists on a separate role for the EU which will secure the original influence of Berlin's foreign and economic policies in the Arab states. Thus a working report of the AA, for the upcoming NATO summit in Istanbul, will assure that the Arab states may ,,participate in the achievements of globalization"through ,,a multi-lateral procedure including the UN, the EU and NATO".
