German Global War

WALDBRÖL (Own Report) Several weeks prior to publication of an updated catalogue of planned military objectives of the German Armed Forces, excerpts of that paper circulated in the German media. The updated version, the last version had been issued in 1992, of the ,,Guidelines for Defence Policy"provides for global attacks against foreign states as well as occupation of their territories by the German Armed Forces.

Described as ,,areas of retreat"of alleged terrorist organisations, these areas become targets of aggression without limits, not even attempting justification based on substance or geography. On the contrary, it is said about future military operations: ,,In the future, interventions can (...) be limited neither in regard to intensity nor geography."

Civil War

The military plans, which are completely incompatible with the German Constitution, also mention armed struggles in the interior of the German Federal Republic. Here German soldiers are to be put into action: ,,when only they have the required capacity or when considerable deployment of personnel is necessary to protect the citizens and critical infrastructure"- in essence a carte blanche for deployment against political and social uprisings.

,,Analyses and Studies..."

Substantial parts of these military plans were drafted in Waldbröl, located in mountainous North Rhine-Westphalia. There the German military runs a ,,Centre for Analyses and Studies"which expresses the internal and external objectives of future wars with greater unvarnished clarity than the linguistically purified ,,Guide Lines"intended for the general public.

... concerning ,,China"

A privately issued introduction to a Waldbröl study in September 2002 states ,,military scenarios", which capture the global interest of the German Armed Forces, would have to be concerned with the ,,political and military leadership of the People's Republic of China."It is emphasised that, in principle, ,,interventions in international and 'minor wars' (...) and global support of partners"(sic) would be desirable. ,,Preventive"military interventions, in other words open aggression which violates existing international law, should also be considered.

Competition

The analysts of Waldbröl are racking their brains about how to close the ,,current gap between the levels of the armed forces of the European states and the USA". They recommend that Berlin should catch up with the American rivals ,,not with 'a second place arms build up' but with conceptual innovation".

Traditions

The Waldbröl office is located in a national socialist manor, decorated with frescos of Germanic racial idols. In this depressing environment, dating back to Nazi criminal, Robert Ley, the leading staff officers of Psychological Warfare of the German Armed Forces (PSK/PSV) were housed. The active, partially undercover specialists for dis-information and deception of the public practice, among other things, re-interpretations that make the dreaded character of German militarism more acceptable. Several of those semantic distortions, e.g. humanitarian intervention instead of war of aggression have been used in the drafted ,,Guide lines for Defence Policy".
